I had a good laugh when I read the paper this morning. The head of the tránsitos in Lerdo is proposing some changes in the local traffic rules. Some seem like good ideas -- increased penalties for DWI and a prohibition against talking on a cell while driving.

The one that made me laugh was his proposal to criminalize insulting a cop. I can here it now. "Buy me a coke or I'll site you for insulting me." I'll bet that one goes nowhere.

The police problems in Mexico are many and varied. They all need better pay, better training, etc. etc. I also read somewhere that the police identify more with the "people" than with the law, so violating a law doesn't get the police upset. US police act like a traffic violation is a personal insult and a danger to world peace.
