Car Permit, Moving After Obtaining FM3

I am about to change my visa status from FMM (tourist) to FM3 (no inmigrante) and have a few questions:
1. Will the car permit I obtained at the border when I entered with my FMM visa continue to be valid as long as I continue to renew my FM3 visa annually? If not, what do I need to do? (The folks at the INM office in Xalapa didn't know anything about car permits.)
2. With an FM3 visa can I move my things here without paying any taxes/duty? I have heard that I can make one duty-free move within six months after I receive the FM3. (They didn't know anything about moving at INM either.)
I will say that the person who helped me at INM was very thorough in explaining the differences between FM2 and FM3 status and made it seem that the process will be easy and will go smoothly.

1. Yes, your car permit will remain valid with your new FM3.

2. I have outlined the various options for moving your household to México on my website.
