Can I buy a car in Mex?

Can my girlfriend buy a car from a Mexican? Can she sell her car to a Mexican? My girlfriend and I are moving to Mexico. She is applying for an FM3. I don't have a clue what I am applying for. I guess I will be considered a visitor. Can she have more than one car in Mexico? Can she buy a car in Mexico, have it tagged in Mexico, and bring a USA tagged car in Mexico?

Can she sell her car to a Mexican? --- If it has US plates, NO. If it has Mexican plates, Yes.

Can she have more than one car in Mexico? --- Yes, but only one can have foreign plates.
