I'll save future readers from having to experience some excruciating agony by revealing that the full list is:
15 Los Mochis
14 Ensendada
13 Villahermosa
12 Orizaba
11 Cuernavaca
10 Puebla
9 Cd. Obregón
8 Mérida
7 Mexicali
6 Toluca
5 Aguascalientes
4 San Luis Potosí
3 Torreón
2 Saltillo
1 Querétaro

Some of these cities would be a fine place to live, but some others would be high on my personal "worst place to live" list.
Perhaps (??) some clue to the list comes from the accompanying tune "You don't have a clue"...

And I agree about the desirability (or lack thereof) of some. Others I haven't visited but wonder about their choice.

I like Torreón. But one of the 10 best? I don't think so.
Why not Manzanillo? or Colima city?

I think you must have missed the point of my last line (I've gone back and edited to make it "bold" so it is harder to miss)
The nicest cities are missing because the list is clearly meant to be a send-up.
However, some of the cities on the list ARE actually quite nice!

An odd list, I agree, including some places that I know to be pretty nice, and some that I know to be not so nice.

However, I am not sure that anybody could come up with a list that would have universal acclaim. Some of my favorite places are no longer safe, for example Zacatecas.

Well, I am probably taking this farther than it deserves, but....

I'm not so sure it's a send-up. The intro suggests that these are the best cities for "rest, study, work and business development". Maybe it's the 'business development' angle that we are missing.

The 'author', MetroQis, has several more (35) videos on youtube including the one below which is very well done.

Umm. Doesn't being the capital of Baja California count for anything? I understand that this list is directed towards Mexican citizens looking for better education, employment and standard of living. In other words, future outlook. Certainly, the majority of these cities lack appeal to tourists who are viewing them as places for future retirement. As to Mexicali, it has all those mentioned qualities going for it.

Good point. Beauty is in the eye of the beholder.
Think: Quality of life.
Merida has received many many emigrantes from other parts of Mexico the last 5 years, and not because of the great nightlife. The same could be said of Villahermosa: Other than the park with the Olmec heads, stelae, etc. it's not exactly New York City.

Pretty much all past lists of most desirable US cities are similar lists of very nice small cities for family and work, like Louisville CO, Leesburg VA, Papillion NE, Fort Collins CO, Liberty MO, Fargo ND, et al in the top 5 or top 10. The qualities that make a city attractive to Mexicans are not the same as those desired by tourists, visitors, and expats. "Exciting" does not seem to be a common NOB or SOB criterion for picking a place to live and work.

Based on the top past US city lists, this list does not seem far off the mark.

Mexicalli has been mentioned as one of the favored deportation points for INS. With their new efforts to deport illegals to unfamiliar border crossings, apparently Mexicalli has been forced to deal with people totally unfamiliar with the area and dropped off without any connections. From a few reports, the crime rate has risen and social services really burdened.
