Esq = esquina (corner)
Sounds like your property is at the corner of the avenida and Calle 21.

Esquina = corner (presumably in this case with Calle 21).
Note that it does not always mean the building is precisely at the intersection, but it must be pretty close. One of the reasons for this system, common to many parts of Mexico, is simply that homes were originally numbered in the order they were built, resulting in no obvious pattern to the numbers, and indeed, even resulting in duplication of numbering in some instances on the same street, with two homes having identical numbers. Having a cross-street makes location of the precise building more efficient.

Not sure what the "proper" Postal Service approved addressing system has to do all this, since CFE delivers their own bills.

You're right Rich. I completely overlooked/forgot about that. And some of those CFE recibos have some VERY strange addresses! You certainly would NEVER find my business in Mazatlán if all you had was the address from my CFE recibo!!!!
