A niece and nephew from México City, DF. visited us this morning. They have bought a second home here in Cuernavaca. Some of the well to do people from México City do own second homes here. We are about 2000 feet lower in altitude than México City, and the weather is definitely milder here. It has begun to get warmer here for the past three days. In January it will be getting warmer and by February the bitter cool of winter will just be a memory.


Our nephew is one of the highest paid engineers at the Pemex headquarters in México City. Pemex has offered a $1,000,000 Peso mortgage at low interest rates to the employees there for a few years, but that offer was time limited and was about to expire, they have been house hunting here for the past year or two.


They tried to buy a house here last year, but that deal fell apart for some reason. They did buy a house here this year, it took several months for it to close, and for them to get the title. Our nephew is a very good businessman and he leaves nothing to chance. They came today to clean it, and probably to buy some furniture for it. They plan to stay here for New Years. We did loan them a folding plastic picnic table and six chairs this morning and a few other small things.


They do own a house free and clear in the southern part of México City, that makes it much quicker for them to travel to Cuernavaca.


They have tried to have us go partners in a house here for several years, but the last thing I would want to do would be to be part owner of a house that I didn't have complete control over.

Just one more excessive benefit offered to PEMEX employees along with their own medical/hospital system, free gasoline and fabulous retirement benefits. Mexico really cannot afford this.

Free gasoline? Please elaborate, I'm sure my nephew and his co-workers would like to know how to get their gasoline free.


Mortgages at special terms are nothing new for federal employees here.


Pemex does have one hospital in México City for their employees. As to “fabulous retirement” benefits, surviving on the job long enough to get them is problematic. About every four or five years my nephew has to fight to keep his job. The last time he needed to do that was 3 or 4 years ago. He worked in a small, but critical division with only six engineers in it.


The six engineers were all in different disciplines of engineering, they were all experts, and very experienced in their fields and they were all needed. One day their boss (Gerente) called a meeting and told them that “a very powerful man” wanted him to fire one of them and give the job to his nephew. The nephew had just graduated from university as an engineer and had zero experience.


The Gerente told them that he was going to fight to keep them all, but he might need to fire one of them since it was a “very powerful man” making the demand. The Gerente won his battle and did not need to fire anyone.


The “powerful man” got his revenge though. That entire engineering division was dissolved, and everyone but my nephew was fired. That incident says volumes about the inefficiency of any government owned enterprise. My nephew has a critical engineering specialty, and he was hired by a different engineering group at Pemex.


There is nothing like a civil service program in the Mexican government. All jobs are only good for a maximum of six years, the term of a President of The Republic here. All federal employees must be rehired every six years, and they may be terminated at any time and no cause must be given. My nephew had to change his political loyalty from the PRI to the PAN 9 years ago to keep his job, in 3 more years, who knows? Surviving long enough to get a federal pension is tricky.


I am not defending these practices. I am merely pointing out that federal jobs, no matter how good they may seem to be from the outside are no bed of roses for the workers, maybe they are for the politically appointed supervisors, but not for the workers.

I am sure your nephew is an employee de confianza and not a member of the PEMEX union--I was just talking about the union benefits. Sorry.
