The requirements for Canadian citizens living abroad are based on Canada's rules for health insurance coverage. As a Canadian, you are required actually to live in Canada for 6 months plus one day in order to continue to be covered under the national health insurance. So you can be in Mexico for 6 months MINUS one day and in Canada for 6 months PLUS one day and still be covered. This is, of course, separate and apart from the FMT/FM3 visas as required by the Mexican government. http://www.mexicocooks.typepad.com
