¿Forgetful in Tijuana?

I am wondering how easy it is to “forget” to register ones entrances and exits from Mexico (with Mexican immigration officials) when crossing in Tijuana. (I know forgetting is not an option when dealing with US officials)

I am interested in hearing about crossing by foot as well as using the Volaris bus shuttle service between TIJ airport in Tijuana and SAN airport in San Diego.

I've traveled from Guadalajara, Mexico City, and Morelia forever, crossed at Tijuana many times and have never 'registered'. I don't even know where that office of Inmigración is in Tijuana.

I also lived in Tijuana for years without any kind of tourist card or visa.

I have always registered my departures from Mexico and arrivals to Mexico at the TIJ airport migration.

This post and many others confirms the inconsistency of INM procedures at various border crossings. For the casual border crosser, making the assumption that because it is done a certain way at one particular crossing would translate to another, can result in a surprise and possible expensive lesson at a different crossing.

Having personally had that happen, we will never again assume and will play by the rules as if they were all the same.
