I had read here that it was all a matter of chance and personality. My husband declared, "Oh it's my wife's used computer components", and the inspector just said, "Oh, okay" and went back to the next car, motioning us to leave.
So it all depended on the Customs guy and his mood at the moment.
And No, I have never given any inspector one penny for anything that I have ever brought in, in my car or airplane.
When I first started flying my airplane into Mexico at least twice a year, I never had a hassle or anything at the border or at any airport for any reason. This was more than thirty years ago and I was told that it certainly helps if you're female, blonde and beautiful. Of course, I'm still female and have had no problems.
