I am planning to live in Puerto Vallarta winters only. I am retired and want to bring a woodshop to Mexico. Saws, drill press and other wood working tools. Most all are used but there may be some new. Can I bring these with my household goods without duty?

My husband just did that with no problem. Our mover handled everything and there was no problem. We didn't even do the menaje. Although, you must provide serial numbers for everything with a plug on it. Amazingly, we were permitted to bring all this stuff in under my husband's FM3 which was issued three years ago. We were prepared to pay the duty, but did not have to. The mover and customs broker "took care" (fill in the blanks here) of everything.
