And that means that retirees abroad aren’t covered unless they return to American shores. 42 U.S.C. §1395y((a)(4). Knowing the answer, I decided to have a little fun with the Medicare people and their on-line Q&A system. "Oh, yes, retirees living abroad are covered under Medicare. That has always been the law." Since when? Does that mean that they're covered for health care services obtain in Mexico? "Oh, yes. They're covered in New Mexico." No. Mexico. The Country. "They are covered. They are covered for health care services rendered in the U.S." That means an old, crippled, on-his-deathbed, Medicare beneficiary who lives in Mexico has to travel to the U.S. to receive services under Medicare? "Yes." There is a very, very narrow carveout which provided for coverage in Mexican and Canadian health care facilities when those were closer to a recipient's home than a U.S. facility.
