What's up with the US twenty dollar bill?

Twice now the nice lady at the Intercambio Office has declined to accept my stash of US $20's. She said it was a national policy (I'm not sure who's) that they can no longer accept US $20's; she did accept my Canadian $20's and my few US $50's. Is anyone having a problem passing genuine US $20's in Mexico?
