Water Wars in my Laguna

I live on a desert where water is scarce to supply the needs of more than a million people. It is also fertile farming land if it can be watered by man since nature can't do it. The nearby mountains are blessed with abundant rainfall that flows down to the desert via the Rio Nazas. But its distribution gets complicated.
