Vehicle papers with no title

Does anyone know how you obtain your Mexican temporary vehicle import papers if you have just moved from one state to another and you are no longer in posession of the old title and have not received the new one yet?

This should not be an issue. Clean title is clean title. Registration is anoher issue. Come down here with messy title and meet Boss Hawg!

When you traded in your previous state's title for your new state's title, you received something which amounts to an application for title, an official document reflecting that you are the title of record of the vehicle and noting the existence of any security interests. That will work.
