From the UK press (The Times, Sep. 13) comes a story that may resonate with village residents in Mexico. Because a neighbour complained, a pub owner in Kent has been ordered by the local council to silence Corkie (his pet cockerel), whose morning crowing is "causing a disturbance". The animal may face the death penalty if it is unable to comply; other villagers have already begun a "Save Corkie" campaign...

Herein lies the big difference between rural Mexico and rural England.

In England, one uses the Forces of Government to do your bidding (well, you pay your taxes, don't you?) and have the Mighty Justice Machine roll over your neighbour and his cockerel. After all, you Have a Right to peace, don't you?

Here in Mexico, you shrug and accept it as part of life in the pueblito. Or, as I have heard, stealthily kill, pluck and eat said animal. Government? What business is it of theirs?

I think you may be misinformed about how Mexican law works. In Mazatlan, there was a very poor elderly maid who shared her backyard in a small housing complex with several people. She still lives there and has been living there for many years. Some new people moved in next door and their dog was loud and mean. She could no longer go into her backyard and hang out her clothes to dry because of the dog. She went to Profeco, filed a complaint and the owners of the dog were served a citatorio and forced to answer the charges. Profeco made the new owners get rid of the dog and pay the lady's rent for three months. Sometimes it pays to know your rights in Mexico.

Our landlady has seven roosters and two hens running around in our courtyard, down from 34 adult and baby chicks a few weeks ago before street dogs got all that couldn't make it up into the trees.

Seven out of eight renters love them, the lone Mexican tenant is complaining about the crowing and about all the feral cats we feed. Every time one of the more friendly feral cats doesn't show for a day I worry that "somebody" took matters into his own hands.

Not that something similar never happened in the States, where I'd often read of neighbors who poisoned animals they didn't like.

But I suppose some police would actually intervene in the States against really obnoxious pets, while here I can't imagine how bad an animal would have to be for it to become police business.

Perhaps I should have used my <tongue in cheek> tags in this instance. My rather sour observation has a ring of truth, I feel, in that many Mexicans in my experience would prefer not to be involved with the Authorities in any way, shape or form despite what the Law may or may not say.

As for Profeco... well if my suegra's experience with them and a 3 year old complaint against two banks for fraudulently cashing stolen cheques (amounting to some MN$50,000) is anything to go by, then all I can say is they are either toothless in the face of harder targets or they prefer to champion only certain 'rights'.
