I was stopped today by the Guadalajara Transito. Not everybody was wearing their seat belt. Mine was on. I go tomorrow to pay my fine and pick up my mexican drivers license. Two officers and one asked for auda for his partner, but I have a hearing problem and didn't understand him. He also said my Aduana permit expired in 2009, but he wasen't going to write me up for that. I thought the permits were good as long as on had permission to live in Mexico.

I know for sure that your permit would still be valid (depending upon the date, and your status) IF you yearly (as you extended your FM 2) went to your local Aduana Office and applied for and received an up date letter from Aduana for your permit. It cost nothing. Mine is still valid and I have been using the same one since 2009 as well.

This Oct 14 when my status goes to citizenship or whatever it is called, I will have had to legally export my car from the USA and legally import my vehicle and trailer (not a camping trailer) and have it licensed and titled in Querétaro. I will be refunded the money I paid for the use of the permit years ago. Every year I updated the Aduana letter of permit extension without problem, the same day as I received my new Immigrante Rentista Status ID.

One additional twist to Roberts good answers: You Aduana Temporary Import Permit (TIP) is still valid:
~ If you have kept your INM residency permit continuously valid and with no breaks.
~ If you still have temporary residency. If you changed to Residente Permanente, you TIP became invalid the day you were approved for Residente Permanente.
~ If you have had no fines on your INM permits since 2009.
~ If you registered every year of your renewed INM permit expiration dates with Aduana.

The Aduana law changed in June 2010: If you did not notify Aduana of 2010's, then 2011's, and 2012's INM permit expiration dates, each year, - by sending in the letter to Aduana before each years expiration date, then your Aduana TIP effectively expired.

How many $$ was the fine for each person not wearing a seat-belt?

I just paid 100 pesos at the counter to get my license back. I didn't want to have to answer too many question so didn't ask much since I have never renewed with Aduana since I brought the car into Mexico in 2008. I also now have RP status. My next job is to see what will be the most financial rewarding for getting rid of a 96 Neon with bad tires, paint, and upholstery. Value away from the border is less than $1000 via KBB so I think junk sale or part it out myself or cut up for metalCar runs good except uses a little oil. I don't plan on bringing in another car or buying another one here. If necessary I can drive my wife's Jalisco plated car.
