I'm having a heck of a time sending e-mails here, so a public post: Mr. Bacon's otherwise fine article on Tlalnepantla seems to have gotten a decimal point misplaced after some inflation by local officials.

Tlalnepantla does not have 1.2 million people, let alone 12 million.

Not accoridng to the Mexican census, at least. And if we're adjusting that figure up, we might as well count the 5 million in Guadalajara, the "world's largest city" in Mexico City, and other 50 to 100 percent improvements cited by many urban and rural officials, as well as unofficials, throughout the nation. If Tlalne has 1.2 million, how many do Ecatepec and Naucalpan have? An official in Naucalpan once assured me it has 2-3 million. Edomex itself must have 30 million, no? Heck, the census itself recognizes more than a million in Zapopan, Ecatepec, Juarez, Tijuana, etc. Mexico actually must have 250 million-300 million people if you believe local figures given by local officials.
