There was a time when even a tourist-card holder could qualify for the INSEN card, but those times are no more. There was a time when FM-3 holders could qualify for the INSEN card, but the threshold has been raised to the FM-2 status. (And yes, someone will pipe in that their local INSEN office is still granting the card to FM-3 holders, so I’m not going to argue the point.) Those who qualified during easier times still retain the benefits of those services provided by INSEN. The requirements are: 1. 60 years’ tenure on this planet 2. 2 recent photographs, tamaño infantil 3. Original and a copy of your proof of age 4. Birth certificate or passport 5. Comprobante de domicilio 6. Name and telephone number of a family member or reference. There is no charge for the INSEN card, which can be applied for at the INSEN office at DIF in your area. The agency has since changed its name from INSEN to INAPLEN. As in from INSTITUTO NACIONAL DE LA SENETUD to del Instituto Nacional de Adultos en Plenitud. The INSEN card entitles the holder to a range of discounts, from 50% off on bus fare (some buses limit discount seats to two per bus) to reduced rates at cultural events, movies, and selected health care providers. In Jalisco is a state-run plan, Plan Venerable, which offers additional benefits to oldsters. That card may be obtained at DIF offices.
