No more vehicle nationalizations?

Recently I received this:

We were just in at our lawyer's office today for visa renewal and were told that the authorities are not allowing any more nationalizing of cars - the reason being that PROFECO came across a bunch of vehicles with salvage titles from the Katrina floods in New Orleans.

I pass this on for what it is worth and have no solid reference to cite.

I have been unable to verify or to deny it, although it does seem reasonable. For the past year, the Mexican government has been tightening the conditions for the nationalization of vehicles.

Can you shed any light on this?

We had a friend return home to Mexico this week with a vehicle he nationalized at the border. It took him several days instead of the few hours it had taken in the past, something which took him completely off guard. He did get it accomplished, though. We will be seeing him soon, and will get the scoop.
