Nextel has been in Mexico for years. The article does not make it clear, but my guess is that they just acquired radio frequencies in new market areas, presumably to increase their coverage. As in the USA, I believe that Nextel Mexico is more focused to the business user, with their walkie-talkie feature, and less focused on individual customers.
