New border crossing rules????

The following was posted on a San Carlos board that i read:

FYI---A friend of mine with FM3 and her adult grandson just came across last week and were told that birth certificates were no longer accepted. A passport is required now. They did give him a temporary passport this time. >>

Is anyone aware of this, or the validity of it?

First, Jodielyn, no one in Mexico other than a US Consulate could have given the grandson a 'temporary passport'. That statement alone casts doubt on the entire post. I would investigate further on the San Carlos post to verify the data.
