New Aduana's Importation Rules: Starting Nov. 1, 2011

On October 27, Mexican Customs (Aduana - SAT) published several key new importation rules that affect both tourists and expats entering Mexico. These rules take effect on Nov. 1, 2011, affecting the amount of non-personal items that foreigners can bring into Mexico by land, and also changing the age of vehicles that can be permanently imported. In short, Aduana has raised the limits from $75 USD to $300 USD exempt from duties for non-personal items, and 8 and 9 year old vehicles are now eligible for permanent importation. http://www.aduanas.sat.gob.mx/...jeros/139_19642.html

Thus is neither new nor permanent. it is the Paisano program that happens every Christmas season.

The Tax Administration reports that from November 1, 2011 and until January 8, 2012, extending the franchise from 75 to $ 300 for passengers arriving into the country by land, equal to what they are entitled who arrive by sea or air.

Look here for information on permanent importation (nationalizing) vehicles.
It's in Spanish, but Google can help you.
One feature I found very interesting is a way to learn the fee for nationalizing a vehicle by entering the VIN number.

I have updated the Yucalandia article Mexican Custom’s New Importation Rules to include some additional tasty things:
~~ A web link to Aduana's site for rules on importing 8 & 9 year old vehicles.
~~ A web link to Aduana's site for entering your VIN to get Aduana fees and to determine if you can import your vehicle.
~~ A web link to Aduana's/Banjercito's site(s) for to start your Temporary Import Permit process, or use the site check out your vehicle’s eligibility - online.

There is an option to pay online for Temporary Import permits, but I personally am hesitant to make online payments to Aduana/Banjercito/INM for things, because if there is an error in the information you enter, or if you use the wrong page, or make any error, it can be challenging to get your money back, and you have to pay again in the meantime anyway.

People can also use Aduana's VIN checking weblink to see if it kicks out your vehicle as a non-Nafta vehicle or to get the official manufacturing information on your car.

Thanks for the very good clarification on the annual Paisano Program aspects for the $300 land crossing exemption. I posted the effective dates, but I hadn't correlated it with previous Paisano Programs, since we came in around January 22 - 5 years ago - using the Paisano opportunity.

VIN Checker & Vehicle elegibility & Aduana Valores: Codgers with time-on-our-hands sure can be like mice in a maze - sniffing around for the cheese & bumping into dead ends until we finally come upon a tasty morsel. I'd love to claim I found it based on brilliance, but it appeared as a function of being cheap: I plugged in an intentionally low value to challenge their system - and BINGO - out popped the cheese !

Finally, we have some local lawyers here who claim that after Oct. 31, foreigners will be allowed to permanently import 8-9 year old vehicles - but with roughly $2,000 USD fees with the lawyer's help to allow importation into the interior(?) More details to follow-up on.

As we've seen with Rob's $2801 peso problem, it can be challenging to get your money back even if you pay in cash. At least with a credit card payment you can dispute the charges.

Besides being neither new nor permanent, and although the rule doesn't "specifically" state it, this Bienvendio Paisano program is ONLY for Mexican citizens returning to México for the holidays. It has never applied to resident expats or tourists. At least that's the way it has always been in previous years. The tip-off is the word "Paisano", which means "countryman".

Fortunately, the Paisano Program also works for expats entering with their Mexican spouses returning permanently - not just for holiday travel. Matamoros Aduana allowed us to bring in a truck-load and trailer-load of household goods under the program.

I don not think it is for mexican citizens only. "para los pasajeros que arriben al pais por via terrestre, igualandose a la que tienen derecho los que arriben por via maritima o aerea." I am pretty sure all residents of Mexico are included, not just citizens.

The website where you input your VIN number is great. Thanks so much for posting it.

I´m a bit confused about the significance of the 8 and 9 year rule. Just to test the site, I inputted my 4 year old Camry Hybrid´s VIN and it gave me a fee to import including broker´s fee. I thought it could not be imported unless it was exactly 10 years old, and now, 8 or 9, but it looks as if it can be. Is it just more expensive to import newer vehicles or is it only telling me the cost if I COULD import it? Anyone know?

As an aside, I put in my made in Japan´s VIN and it said, sadly, "no se puede importar.....etc." I wouldn´t import the Camry as it is not very happy with Mexican roads, but, I might consider importing a more suitable vehicle since it looks as if our trusty Pathfinder is on its way out sooner rather than later.

I am the owner of a true to goodness 'devil' vehicle. I would like to nationalize it in a couple of years, or at least strip over the engine and accessories. I thought I had no chance of importing, it was manufactured in Japan - in fact it is a JDM (Japanese Domestic Market) vehicle. These have a different VIN number, they have a frame number. This became a problem ordering transmission parts, we overcame that, but when they arrived it turned out the Japanese owner had installed custom gear ratios! Now I'm decoding the Canada issued VIN number, and the first three numbers are "2BG" - a Canadian manufactured vehicle by the Blue Bird Bus company? Anyways - we will have to see. The Mexican Aduana officer was so flustered trying to find the VIN's, right hand drive, and all the Kanji script everywhere, that he initially registered the truck as a "73 Dodge pickup". His supervisor caught it, and sent him running out in the parking lot just in time.
