National Historic Monuments

I have read many times that San Miguel de Allende was made a National Historic Monument in 1926.

This designation sparked my curiosity. What are the other Mexican cities that bear this designation?

What are the qualifications that are met to have such a title?

Is this designation still being awarded today, or was this a designation of the 1920's?
