Multas for Gringos Mojados without FMTs

I just had some visitors from the US, one a Mexican national friend that had been living in the US for about 24 years, and a friend of his from California. Both were a bit naive about crossing the border and what is required to do so. The Mexican friend had all the necessary paperwork he needed but his gringo friend ended up here in Michoacán without an FMT as they had caught a flight here from Tijuana as is customary for my friend. Neither had a clue that one would need a Tourist card and just assumed they would be given or asked for all that was necessary, but we all know that is not the case. When discussing the return plans for the one (my Mexican friend remains here in Mexico) it came out that he did not have an FMT so I told them to expect problems if his plans were to make his return flight through Los Angeles, though probably would not be asked for it if he were flying back to Tijuana, then could just walk back across the border as if he were there for a day trip. As his language skills are lacking, to say the least, he opted for returning through Los Angeles and paying whatever consequences. As it turned out the airline in Morelia asked for his FMT and he paid $515mx for not having it. That is not a terrible fine but still about twice the cost of an FMT. - Sorry, I know this fit with another recent thread but couldn't find it by title - probably a typical morphed thread that had once started off as a discussion about the price of avocados in the local tianguis.
