As a practical matter most of Tamaulipas has been under a form of martial law for over a year. The military had not assumed law enforcement responsibility for garden variety crime, but they have been the only force dealing with the cartels since the Gulf-Zeta war broke out in February 2010.

At a press conference in Guadalajara the other day a PRI federal legislator from Jalisco called for the army to also take over police duties in northern Jalisco due to police ineffectiveness against cartel violence there:
