It is a great program, we have recomended it to all staff and family here.
Actually all "residents" qualify, not only Mexican nationals. I know expats who are enrolled.
But Moisheh is right that you could see it as a backup for major cases. Most expats would prefer to pay 200 pesos to see a private doctor and not spend a day waiting at the public health clinic to be told to come back in 4 days...

I think Moiseh has the Hospital Civil confused with IMSS. They are two different systems. IMSS generally only accepts patients that are enrolled in the system. Hospital Civil does take people with no insurance.

An Update . . . . Thanks to all you good folks that supplied suggestions for this person. Somehow she was able to be qualified for this ISSTE that was suggested. She is now out of surgery and doing well. She has asked me to thank you all and I am doing so. This was really nice for you all to do.
