You're obviously coming in on a tourist class visa and my understanding is all the paperwork has to be done at the border. The second checkpoint is mainly for la aduana or customs folks, as I understand it. When I stopped at the second they were only interested in my "goods" and not my visa. You can get the visa form from a Mexican Consulate but it has to be activated at the border and depending on the length of stay will cost some money. Regards, Michael Los que cantan oran dos veces!
