Jalisco, Mexico - Apostille Authority?

In the United States, the (Office of the) Secretary of State for the state that a document was issued in has the authority to issue an apostille for the document. Who's their counterpart in Mexico, specifically in the State of Jalisco? I don't believe the document makes a difference, but just in case it's a birth certificate. Thanks, ET
