I went into the bank and saw a Mexican man had apparently fallen to the floor from some cause (MI, fainted, etc.). There were some people around him and one bank employee had put a hanky over his face (privacy?). He was alive I think since I saw his hand move but that could have been a muscle reaction. It was clear he way laying as he had fallen. My question: I have read the Mexican Red Cross is the only agency authorized to administer aid to someone injured or in need of medical help other than doctors, nurses, etc. Is someone who knows emergency medicine allowed to administer CPR or such to an accident or injured person if they come across them such as the bank situation? I keep remembering this is Mexico with different laws and customs and what applies in the US may not be applicable here. Thanks.
