Most everywhere in the world, it's a 40 ouncer per person. High quality booze bought duty free is almost always a good deal. Regular slurping stuff can be better bought in Mexico...mostly.

We frequently cross the border by ground in both directions and find the amount varies! Once when my husband went into Texas he tried to take a bottle of brandy and a bottle of tequila for friends. US Customs made him pour out one of the bottles into a large funnel that leads to an underground tank! The other option was that he could personally drink the extra bottle there in their office, which of course he did not. They said he could bring (per person) a liter of hard liquor or wine and a 6-pack of beer into the States but he could not bring two liters of liquor or wine. Or, I suppose, two six packs.

He often comes back home from his job in Texas at odd hours of the night and frequently gets the red light. One night he had purchased 2 6-packs on sale in Texas before coming back into Mexico. Both, unopened, were on the front seat of his truck. The aduana told him he was only allowed to bring in 9 cans, not 12. Of course Joe immediately offered him the 3 extras, but he was an honest customs agent and told Joe to keep all his beer and go on home.
