Franquicia at the Border

Last year Aduana raised the amount by which you could exceed your limit at the border. Previously it was $1000 but it became $3000. Now it appears that was a temporary rule and it is back to $1000. However I noticed in the English transalation they keep referring to $300 as the franquicia instead of $50. Does anyone have the skinny on this??

I thought franquicia only applied to Mexicans?

Here's the deal: every gets a franquicia, but it's different for Mexicans than it is for foreigners.
By car: normally $75 per person for foreigners and Mexicans
Christmas period (loooong period, by the way): $75 per person for foreigners, $300 for Mexicans.

By air: normall $300 per person for foreigners
