What a out bulk tobacco for rolling your own? # 1. Can it be bought in Mexico in quantity? Can it be brought across and how much is allowed? I bet bringing it across will cause some real scrutiny wouldn't it?

I think this is the latest:

any adult may bring into the Republic up to 20 packets of cigarettes, 25 cigars, 200 grams of loose tobacco, and up to three liters of wine, beer, or liquor.

The last time I looked, buying cigarettes in Mexico is still cheaper than buying "roll your own" tobacco and tubes in the U.S. What is expensive is smokeless tobacco and I don't think Snus can be imported at all. If using smokeless tobacco, especially Snus, helps people not to smoke then that's good. There are far fewer health problems with smokeless tobacco than with cigarettes. Snus is very safe and has made most people stop smoking in Sweden.

Since snus is not intended nor recommended for inhalation, it does not affect the lungs as cigarettes do. Because it is steam-cured, rather than fire-cured like smoking tobacco or other chewing tobacco, it contains lower concentrations of nitrosamines and other carcinogens that form from the partially anaerobic heating of proteins; 2.8 parts per mil for Ettan brand compared to as high as 127.9 parts per mil in some American brands, according to a study by the Commonwealth of Massachusetts Department of Health. The World Health Organization (WHO) acknowledges that Swedish men have the lowest rate of lung cancer in Europe, partly due to the low tobacco smoking rate, but does not argue for substituting snus for smoking, citing that the effects of snus still remain unclear.
