Since around 1974, Mexican law prohibits a foreigner from obtaining a divorce in Mexico without getting permission from the National Institute of Migration. And permission isn't granted unless the foreigner is a resident of Mexico. And "residency" means something more than simply landing here and saying "Here I am" like a tourist might. It means having a residency permit, which means going through an immigration process that an ordinary soul looking for a divorce isn't willing to go through. The law came by way of a presidential edict, which was intended to stop foreigners from using Mexico as a divorce mill, getting those border-town divorces.
