Dial around phone service from U.S. to Lakeside?

I have been trying to find a dial-around from the U.S. to call realtors in Lakeside and it seems nothing is straight forward. I'm told $0.04 a minute and then I see there are "Zones" in Mexico for calling and other things which change the rate such as rounding up to 4 minutes (meaning a 30 second call is 4 minutes charge, a 4 minute 5 second call is 8 minute charge, etc.).
Anyone know the best deal from U.S?
