Corruption in mexico - State by state

A new report measuring corruption in Mexico on a state by state basis has been released by Transparencia Mexicana.


According to this report Mexicans surveyed paid the mordida 7 time out of ten in 2010. That is up from 6 times out ten in 2007. Transit police provide the most corrupt services of the 35 included in the survey. Read more.


I am trying to do a followup article for Nayarit, Jalisco and Sinaloa but cannot find the detailed data for 2010, i.e. the particular services results for each state. The closest I got was the 2007 data here. If anyone has seen it I would greatly appreciate a link. It is possible that it is not published yet but that seems strange.

I am still shaking my head over the awesome research you guys did to find the CFE map a while back. Thanks again.

Interesting that you have had no replys. Since my friend from Manzanillo and I are driving to Nogales and beyond staring Tuesday this is a subject I would like to know about. We are familiar with the radar traps in Tepic (which are probably legal) but would be interested in anything else on the way to the border.

I found the data very interesting, and I imagine that this is about as accurate an assessment of public corruption in Mexico as you will find. I notice that none of the states perceived as most corrupt border the U. S., which would probably surprise many people.

Do these numbers seem reasonable? e.g. Do heads of households in D.F. pay bribes 18% of the time when they interact with the gob. or nationwide 70% of the time in traffic stops?

One form of "corruption" they report is:

"Estacionar en la vía pública en lugares controlados por personas que se apropian de ellos"
Parking on the street in areas controlled by people who appropriate them.

Maybe I misunderstand, but we Yucatecans pay our parking attendants a few pesos for watching our vehicles while parked on public streets, but this survey categorizes this as a bribe and corruption. There was a lot of property crime with vandalism & theft of parked cars here back in the early 1990's, but the thefts of radios, etc dropped to near zero after the parking guys started watching things, so, yes, we pay our guys 2-3 pesos, but do not consider it a bribe.

I've only been driving through Mexico and around Mexico since 1985, and have not yet paid a single bribe or roadside fine during traffic stops. Is this very unusual?

Do typical ex-pats and other readers here on Mexconnect pay a bribe 70% of time when they are stopped by the police?

Maybe things are better here in the Sureste?

70% does seem high. I have never paid but 5 out of 6 times that I can remember I have certainly been "asked". From the Mexicans I know my sense is that Mexicans do pay a few pesos just to get on their way. Any amounts that have been mentioned to me are no where near as high as what I hear foreigners talk about.

Although the situation is regrettable and it does annoy me I have time to wait around and I find the dance/game interesting.

One gets the sense that a lot of the "corruption" you hear about is based on anecdote (and data is not the plural of anecdote, as someone wittily said elsewhere) and is more in the nature of a traveler's tale than anything borne out by investigation.

Also, it appears that the way the questions were asked, "corruption" includes those propinas solicited (and received) by people like informal parking attendants, trash men and the like. I pay those kinds of things without thinking about them, and suspect (but don't know) most people do... perhaps as many as 70%?

And, as always, I have to point out that using the parameters of these kinds of studies, Mexico isn't particularly corrupt compared to most of Latin America, or to the rest of the planet. The "hot" countries for investors — Brazil, Russia, India, China — rank as much, much more corrupt as those things go... which don't include the kind of open corruption not included in these studies, mostly because they are accepted in the rich countries... things like U.S. politicians openly soliciting "campaign contributions," which would be criminally corrupt here.
