From what I heard, starting January 1, 2004 all computers were to be allowed into Mexico with no tax if used.

This is what was posted last year:

Under the terms of NAFTA, existing restrictions on the import of used computer equipment will be lifted as of January 1, 2004.

Most consumers are probably looking forward to that time, but Rogelio Garza, who directs the National Chamber for the Electronics, Telecommunications and Information Industry (Cámara Nacional de la Industria Electrónica, Telecomunicaciones e Informática, Canieti), is calling for tighter regulations to be introduced to prevent the dumping of outdated technology.

Vodka here is cheap and delicious. Why bother to bring it down?

A brand new computer can be brought into Mexico with the payment of an import duty of about 25%. You will need proof of purchase -- a sales slip will do -- showing what you paid. I have heard that the computer must have been purchased no more than three weeks before entering Mexico. I don't know if that is really true or if it is regularly enforced.

The laptop is OK and duty-free.

That's too much vodka. The limit is 2 or 3 litters -- I forget the exact amount. Carron is right, skip it and buy when you get here.

It may be prudent to wait a bit after January 1st to test the change in treatment of desktop PC's. Sometimes it takes a while for the word to get out to agents at the border, and other times governments (on both sides of the border) will hedge and delay before living up their responsibilities under NAFTA.

Mr. Garza does not care about technology being outdated. He is trying to protect his industry which already overcharges the Mexican consumer. He hired a US consulting firm and they are recommending that computers not Pentium 111 or better not be allowed. Balderdash!! There is no reason why even a plain old Pentium would not be usefull. Certainly the schools could use this type of computer. Children would learn keyboarding skills and how to use Windows. Even Windows 95 is OK for a start. I have seen large grocery chains in Mexico use old 486 computers as a POS machine. Sr. Garza , like most mexican businessmen, wants the government to help him gouge the public.
