This was discouraging, Al Jazzeera news reported last night on their English news broadcast that a recent pol showed that 76% of all Mexican municipalities were influenced by the Cartels, i.e. corrupted, up from 40% two years ago. They interviewd (sorry I didn't catch his name) the last Attorney General of Mexico, now retired and he put the blame mostly on a judicial system that is not able to deal with this, with only a 2% conviction rate of those arrested for Cartel involvement. Dang!
