Buying a car in MX

I trying to help a lady moving down and she will fly in and buy a car here, she'll come in on an FMM, can she buy a car on that, or does she need an FM3?

Depending on the state, you'll need an FM3 to apply for the license..

Not to buy a car but to register the car to get Mexican plates and pay the necessary taxes.

The states of Morelos, Puebla and Guerrero require only a tourist visa (FMM).
The states of Durango and Coahuila will issue a license only to a resident (FM2 or inmigrado, FMM and FM3 not allowed).
All the other states require an FM3 or higher visa

Veracruz will issue an Permiso (good for six months) with an FM3, a license (good for five or six years) with an FM2 .

In Jalisco she will NOT need a Mexican Drivers License.
