Attn: Canadian permanent residents who visit Mexico

The following change to the regulations concerning Canadian permanent residents (i.e. "landed" immigrants) is currently generating considerable press coverage in Canada.

"The permanent resident (PR) card is a wallet-sized, plastic status card that replaces the paper IMM 1000 Record of Landing document. As of December 31, 2003, the PR card will be the proof of status document required by permanent residents seeking to re-enter Canada on a commercial carrier (airplane, boat, train or bus)."

"As of December 31, 2003, permanent residents returning to Canada without a valid PR card will not be permitted to board their carrier. They will have to contact the nearest Canadian embassy or consulate to obtain a limited use travel document to re-enter Canada at a cost of $50 for each one."

So Tony, does this mean that as a Canadian citizen resdiding in Mexico with a valid passport, that we cannot re-enter Canada without a new card?

The change does not affect Canadian citizens, but only "permanent residents" holding non-Canadian passports (i.e. "landed" immigrants in the Canadian terminology). In other words, the change affects any visitors or "snowbirds" if they are non-Canadian and also normally resident in Canada.

Tony: You may wish to check who should be concerned. It has been my personal experieince that a number of my friends and associates from Commonwealth countries have lived in Canada for many years. They have [or had never] applied for citizenship. Thus, they were not landed immigrants. Howvwer, they were permenant residents. Most have families here, wives or husbands and children born in Canada. This appears to have been possible because of Commonwealth status, as I repeat myself, a number of years ago. These situations are coming up as they try to cross the border into the US, have an airplane connection in the US, and find they need a VISA as officially they are Kenyan, Zambian, Jamaican etc...
