Any updates on NAFTA and vehicles into Mexico

What will 2003 bring as far as changes with Americans being able to bring a vehicle into Mexico, without all the red tape, expenses and plain gouging of the consumer??

Individuals will be able to import brand-new vehicles duty free. But there will still be all kinds of red tape.
You will need a cerificate of origin, the car will only be able to have xx amount of miles on the odometer and there will be other non-tarif taxes to pay such as IVA. The ISAN has been ruled unconstitutional but you will have to take out an amparo to avoid paying it. And you'll need to use a customs broker. There may be more.

Thanks Brad for the quick reply...you see my furniture just got to Morelia yesterday...and I will be facing the bulls with just a red cloth (no sword). Is the ISAN a luxury tax? Will the IVA be with for the full value of the

vehicle x 15%? I know that there is more information...but it will make a difference in which way I will turn as far as future decisions..right now we were forced to buy a 93 van that can be imported, but I had to be a slave to the "93 and below" importable vehicles (my slavery just cost me a $1700 transmission). I am selling another vehicle which is considered "illegal in Mexico" (Firebirds and Corvettes"). I will gladly accept, cherish and value any information that you or other forum moderators and writers have for me...your answers have saved me money and grief...(I was ready to try to tow a vheicle into Mexico, which is illegal)...

We towed a vehicle from the border all the way to Morelia, and nobody ever told us it was illegal. Never had a problem.

Mereja,

Was it in a different name than the towing vehicle, if not how did you go about it?

I have a Motorhome and since I am alone when I cross the Aduana, I have never dared to try to get a temporary permit for both vehicles, I just leave it home or in Texas.

I would greatly appreciate the info.

It is not illegal to tow a vehicle into Mexico as long as it is under temporary importation.

ISAN is a tax on new cars...Impuesto sobre automóviles nuevos. I'm not sure but I assume that IVA will be charged on either a bill of sale or a value set by a new car guide such as Kelly.

Another charge I forgot will be the tenencia which the government is considering eliminating but I believe is still on the books for the meantime.

Then the deal for the certificado de orígen. The large car dealership/importers get this directly from the manufacturor but it isn't something that car dealers in the US usually handle. So how do you get your hands on one?

You'll have to pay a lawyer or accountant to amparar the payment of ISAN.

I forget how many miles can be on the odometer and still be considered new instead of used but IIRC it's not very many.

So it really won't be anything like just showing up at the border in a new set of wheels and skipping thru Customs.

We towed our car with our pickup and I think they were in both my husband and my names. We left the pickup down there and they legalized in my father-in-law's name.

Mejera, Thanks for the reply, I imagine that you had one Temporary import permit in your name and one in your husband's name?

It never fails: "Depends as to whom you spoke to: The aduana in Tijuana told me that I cannot tow a vehicle into Mexico...of course they do not volunteer much information. I have been traveling that "frontera" 30 years, no problems, but there always a controversy or someone wasnot in a good mood that day, etc...I will visit the aduana in person and ask again...



The catch is that if its under "temporary Importation" I guess...maybe I did not specify or they thought I was not going to try to avod paying "banco del ejercito" fees. I am in for the long haul...

There are thousands of cars towed into Mexico on tourist visas every year. Asking At the Aduana is a waste of time. Most of them only know how to collect mordidia.
