Now here is a better economic boom caused in most part by the Cartels and we are actually all supporting it. We have no choice . . . . . . and the cost of fuel keeps on rising . . . . . . I wonder why?!

How are "we" supporting it? Unless you mean people buying from U.S. oil companies, or earning some income from U.S. oil companies (or the banks that launder their money), I can't see that those of us who live in Mexico, and/or buy our petroleum products from PEMEX are anything but victims. Oh, I suppose that living in Sinaloa, some of my income comes from people who might have earned some of their disposable income from people who were paid by somebody who got their money from some gangster... but that's a far stretch from saying I'm complicit in what isn't even necessarily theft by the so-called "cartels", especially when the article you link to says:

Officials have said in the past that drug cartels have been implicated in some of the thefts, especially in northern Mexico.

I say that "tongue in cheek" as we all have to buy gasoline. Anyone who has ever been in business can tell you that "shrinkage" (theft of product) has to be covered somehow. This is usually covered in a formula that includes a small percent of additional for all products. We are all (at least most) of us have cars and buy gas. We are all paying for these thefts and there isn't a damned thing that any of us can do about it for sure. Being a victim as you so aptly put it is exactly how we are all supporting it. Our hands are tied, so to speak. I am not saying you are "complicit" in the theft of the petro products, but e are still all paying for the gas at higher prices which covers that "shrinkage".
