¿Airlines no longer dealing with FMM fees?

This is from LoveFM News. ¿Anyone have any information about this?

According to the Mexican embassy in Belize, the [FMM] fee must be paid in Mexican pesos at any bank in Mexico.
Previously, the fee might have gone unnoticed because it was bundled in with charges by travel agencies or airlines; but effective January first, these entities are no longer collecting the fee which must now be paid directly to the government of Mexico through the banks.

We flew into Guadalajara on Jan. 9th on US Airways and that definitely wasn't the case.

Apparently the airlines weren't "sharing" enough revenue with the MXN government so they cut out the middle man. But before it was bundled and I think even if you had an FM3 they nailed you and getting it back was a major PITA. Not sure the new system will prevent that however.

Not sure what this has to do with the airlines but the last time I came through the Belize border there is no Banjercito and all the tourist visas issued need to be paid before exiting. It may have changed in the last couple years (that's how long its been since I've gone through there) but in all the previous years, that is how it went. Flights from Belize may now (or always) been under the same requirement, I've never flown in or out of Belize. However, I've driven in and out numerous times across both the Mexican and Guatemalan borders over the years and there is not much in the way of services on the Mexican side. The Belize side has a large 'free zone' with casinos and shops etc but I never saw any Mexican businesses there so I'm pretty sure it is all owned by Belize.

I flew from San Diego, CA to Guadalajara yesterday and didn't pay extra fees. Just the price of ticket. Interesting-When traveling from Guadalajara north 2 weeks earlier, Volaris didn't have a flight to San Diego on the 23rd of Jan., so I went to Tijuana and bussed across the border. I mentioned to INM at the Tijuana airpot that I was going to the US on my INMIGRANTE status and was told nothing more needed to be done, just go. When I had a book they used to stamp me out and in from the Tijuana airport. My renewal is coming up in April, so will see what happens regarding no checking out of Mexico.

The fee for the FMM was included in your air ticket. Of course your ticket doesn't show the detail of "taxes and other fees" but it was in there, FM3 or not you still pay and the airline keeps the $.

That money is supposed to go to Mexico. The airlines don't know or care if you have a resident visa

Actually, there is a procedure to get the money back from the airline if you have an FM3.

There is no procedure that I know of but I got a refund of almost $28 dollars a few years ago.

I had extra time in Seattle for my flight and the ticket counter line was not long. This was on my return to Mexico and I explained to a clerk that I had an FM3. He took me aside because he thought it was interesting ...and after nearly a half hour on his computer he came up with 3-4-5 charges that shouldn't be applied to someone that is a resident.

A few days later my credit card was credited about $28.

I don't suggest it under normal airport conditions ... but it was an education

I have had luck with getting refunds from the airlines. It takes patience and fortitude but I have been successful by using one of two methods, showing my boarding passes and FM2 to the airline's customer service desk at the airport on the last leg of the trip or by emailing a copy of my boarding passes and FM2 along with a request for a refund. Continental and United Airlines take over 6 weeks for a refund and American Airlines was a bit quicker. I have found that if your trip originates from Mexico the FMM fees and taxes are not charged but they are included in the ticket price if the trip originates from outside of the Mexico. Good luck.

Visitors who are exempt from paying the fee include:
1. Visitors who enter Mexico, stay for seven days or less, and return to the country of origin.

This is the confusing part. If the airlines from the US (or elsewhere) are not charging the FMM fee, then those flying in for a vacation of less than 8 days can stay without paying the 294 peso fee.

I believe that this applies only to the border areas (26 km limit) and the special areas in Baja California.

Skier14 INM nailed me for doing exactly the same thing as you describe. All entries and exits of mine were audited including the manner of travel. Enter with a motor vehicle, re-enter with a motor vehicle but no exit proof, and they got me.
