Nationalizing Car in San Miguel de Allende

Nationalizing 1983 to 2007 NAFTA Made Vehicle

The photos and documents are done locally and legal. there is no trip to the border. The organization is reputable and supported by government. All documents are sent to border and pedimento returned within 30 days. You do not have to drive to the border. Once you have the pedimento you will be required to obtain and register your vehicle locally and for a fee as with any nationalizing of vehicles. We will have an answer on Tuesday if my wife can pick up your pedimento and courier to you so you may register your vehicle where you live and save a second trip if not living in SMA.


NAFTA made vehicles. Vin starting with 1, 2, 3, 4, 5

Fees in pesos below are for 4 cylinders. For 6 cylinders add 300 pesos. For 8 cylinders add 600 pesos.

1983 to 1995 - 14,500

1996 - 14,800

1997 - 15,200

1998 - 15,600

1999 - 15,900

2000 - 16,200

2001 - 16,800

2002- 17,300

2003 - 18,400

2004 - 20,450

2005 - 21,250

2006 - 22,000

2007 - 22,300

Pickup Diesels plus 20%

Pickup Trucks over 3500 KG or 8 Cylinder add 10%

Luxury vehicles such as Lincoln Navigator, Cadillac Escalade, Ford Lobo with leather, etc are assessed on a per vehicle basis

Total additional fees are 800 p which includes checking if vehicle is stole and facilitator fee..

I have a couple of questions Loving,

Which branch of government is approving and endorsing this? Is this Federally endorsed? 32 State approved? Are these UCD (or whatever they are called) plates? Once we have a pedimento from you, can you license the car in any Mexican State? Does this work for US and Canadian vehicles? How about diesel cars and dually pickups, can they be nationalized by your wife?

Federal and approx 10 states. This applies to any NAFTA made car / truck. I was asked about a motor home and to be honest will have to ask.

Once the pedimento arrives vehicle can be registered anywhere in Mexico. That was a specific question today.

We are waiting for an answer: if my wife, with authorization, can pick up the pedimento and courier to the owner in another location in Mexico. We should know Tuesday.

Pickup Diesels plus 20%

Pickup Trucks over 3500 KG or 8 Cylinder add 10%

Luxury vehicles such as Lincoln Navigator, Cadillac Escalade, Ford Lobo with leather, etc are assessed on a per vehicle basis.

Another option for people is the Guadalajara airport but means 3 trips I am told.

Can the payment for this service be made by some guaranteed means, such as PayPal, or a US credit card, rather than blindly depositing cash into someone's bank account?

John it requires cash but these notes from my wife may help.

As a follow up I had another meeting today and will have a meeting late Wednesday with the head of the program for all of Guanajuato state. He will travel from Dolores Hidalgo to meet me.

At this time I discovered trailers and motor homes can not be processed locally but that applies to few.

I am also told it is possible to clear your vehicle from Aduana's computers and to get a refund if due. What has to be determined is the process for this aspect. I should know this answer after Wednesday's meeting.

The vehicle must be presented locally for photos and to verify VIN etc. However, for those from a distance I will be authorized to pick up your final title, factura and pedimento and courier these to you.

They are advising it is best you send me your make, model, year, VIN and I will get the exact price before you do anything more.

The whole process takes from 2 to 4 weeks.

I can assure you legal pedimento's, titles, facturas have all be received back.

Once you have these you can register your vehicle in any state.

As below payment is made at a bank. More notes by my wife:

The first step is having you send me a scanned copy of your title. With that I will send to the people who actually do the process. They will get back to me usually within 3 business days with an exact cost. There will be no surprises. The range is approx 15,000 to 24,000 pesos total for a NAFTA made vehicle with a VIN starting with 1, 2, 3, 4 or 5 and from 1983 to 2007. Late this year year, 2008 vehicles.

Once we have the cost we will go to the office where documents are submitted and photos taken of your vehicle. Also, they will check your vehicle has not been reported stolen. The fee for this is 100 pesos. At this point I will go to the bank and make the required payment and return with an official receipt.

In a month or less your title, factura, pedimento will arrive. I will be authorized to pick up these documents or you can. If you live farther away and wish, I can courier them to you.

I can assure you this is a legal program.

Once all your documents arrive you can go to Rentas, Plaza Real del Conde and register your vehicle and get your plates. I can assist with this as well.

Tomorrow is my meeting with the person responsible for this program in the state. As I obtain more information I will post or feel free to ask.

Just a couple more questions:

You speak of this as a "Program". Does this mean that this is a government program, or is this something being run by a private party, such as a Mexican importion business that you would be dealing with on behalf of your prospective customers?

If it is a government program, what is the name of the government program? (People having things facilitated in Mexico, almost always know in advance what entity their facilitator is dealing with. For example, it is common knowledge what branch of the government one's facilitator is dealing with, when you hire a facilitator to do Residente Permanente or Residente Temporal permits.

My wife just came from a meeting and here are her notes:

Once we have the cost I will come to your house take photos of your vehicle (or if you are not local send me the photos). No one has to drive here.

Photos include: side view, driver's door jam which shows VIN etc, and the VIN taken up close usually at bottom of windshield on driver's side (taken from outside car and blocking sun so it shows up clearly).

I also require a copy of owner's government issued ID such as your visa or passport; title and utility bill.

If you are not local, these be scanned and emailed.

In addition, I require the amounts due. This can be cash or deposited into a bank account. Receipts will be issued, scanned and handed or emailed to you. The first receipt is from an Aduana bank account; the second is for the registered approved broker at the border.

In less than a month your pedimento, factura and title will arrive in SMA. I will deliver or courier these to you.

This process has been done several times here. My contact worked for Aduana for many years and this program is government approved and legal.

We can not get back your deposit nor remove your car from Aduana's records. Doing so requires a trip to the border. large deposits started in June 2011. If your car entered on an old passport it is likely your vehicle can not be found in Aduana's records. Cars generally are tied to passports. That is why many were able to obtain a car permit prior to ever entering Mexico.

Answering questions like I am asking can only help you to gain legitimacy and trust with prospective customers.

I would like to add the following question to the two unanswered ones that I already asked: If this has been done several times, why don't you get a couple of the people you did it for to post here with their experiences?

John the majority of the funds are paid into an Aduana HSBC bank account. For that there is a bank receipt given to the person requesting the pedimento. Depending on the vehicle approx 3000 p is paid in cash for the broker at the border and a receipt given. This is a new program and the ones processed to date have been Mexican's with "chocolates". They have received their pedimento within two weeks. The person we meet with worked for Aduana in the past for 12 years and is now associated with a very large organization and represents the whole state for them regarding this issue.

There are now 9 expats in the process who just started. Three are from as far away as Manzanillo.

My wife has worked on this project for months and it is finally approved by the government.

More of my wife's notes:

I am doing this slowly and making sure all works. I have one in progress. Others were completed for Mexicans with what we call "chocolates" which are illegal cars with no permits. Twelve more have requested nationalizing and I want to ensure the process is 100% correct. Some clients are from as far away as Manzanillo and can do everything from their home without the need to travel.

We do NOT require an emissions test as many other brokers do.

These are the documents one needs:

1. visa
2. title
3. utility bill
4. Mexican driver's license (I can help you get one in less than 2 hours)

Could you please post back here when you have successfully completed the process for a US citizen, residing in the state of Guanajuato, with Residente Permanente status, and that person has ultimately been successful in obtaining state of Guanajuato plates.

Or better yet, have the customers themselves, fitting the above description, who successfully received pedimentos, facturas, and plates, post here with recommendations to other forum readers as to your nationalization "program".

Currently there is no one I have heard of who has successfully used your service. Either that, or they are remaining very silent, or they do not participate on internet forums.

After the TioCorp thing, I am very wary about blindly depositing 2 grand cash into some bank account.

For instance, the internet is full of praise and recommendations for the services of Oscar Angulo, the import broker operating in Nogales, Sonora.

John here is a post my wife has made on some web boards. Thanks to the many who sent private messages in support. And, Linda when you send an email to someone you should check to whom you send it especially when it is critical as you sent it to me in error. :-)




Please know I am working through UCD and for this area they have asked me to be their sole representative in nationalizing expat vehicles. If you go their office they will direct you to me and give you my business card.

The actual nationalizing is done through a legal broker at the border and UCD has been given approval by the Governor of Guanajuato state as has been done in several other states. What the Governor did not allow was the reduced rate UCD was seeking. His valid comments were many existing new car assembly and parts manufacturers are here in this state and several more facilities under construction. He did not want to jeopardize that relationship.

The UCD person I work with was previously employed by Aduana for many years in a senior position.

If, for some reason the process does not work all monies are refunded.

We now have 4 vehicles in progress.

Please do your research before you spend your money. The SHCP has oversight through SAT to govern and enforce the Ley de Aduanera. This is not delegated to any individual state. See the current Aduana page concerning importing used vehicles, last updated April 2013. Read the special notice: Aviso: antes de importar un vehículo - the updated link for CAAAREM is http://www.caaarem.mx/ start on the Conoce a tu Agente Aduanal, then click on Mapa de Asociaciones to locate an office near you (you can actually just click the map first).

. Chocolate vehicles (UCD, CNC, etc..). Quote from one whom recently inquired about UCD or CNC processed vehicles in Michoacán: "I have some follow up information on importing my car. Today I talked a person at Rentas (on the avenida) in Pátzcuaro. He confirmed that using UCD would not be accepted to receive Michoacán metal plates. I was told I can only import the car at the frontera Aduana office where I would pay the importation fees and receive my pedimento. Only then can I get the Michoacán plates."

The following is an email I received from Reg at TIO Corp Insurance in regards to their program, which was highly promoted by others on Mexconnect.

Thank you. I wish you had sent that before we began sending the deposits to the agency. You are one of a few who now have the opportunity to say “I told you so”.

However, please try to understand that we did the best we could and acted in good faith. The other importation intermediary sales agent who introduced us to Mr. Andres Gonzalez Hernandez has worked with importing vehicles at Lake Chapala for years, and confirmed that he had known the import agent since the previous year and was starting to do business with him; One of our insurance clients already had a vehicle in processing; We were directed to the Aduana website which showed a pedimento (which looked like the one you sent along) for a “J” vehicle. I don’t know how that was done…but the pedimento was in the system. We are not the importation experts, and we were tricked. Hindsight is 20:20.

TioCorp is a reputable company with a solid presence in our community. We are trying to pull the pieces together and do the right thing here… we are not Mr. Andres Gonzalez Hernandez! Quite frankly, this entire affair has disillusioned us so much about Mexico and its legal system (you wouldn’t believe the reluctance to deal with this guy). If this happened in the USA, the perpetrator would be in jail within days of this coming to light. Mexico is not even looking for him and we are left to finance the recovery as best we can. It simply isn’t right.

Anyway, Ric, thank you for the website information. I don’t know how you did that, but it is great. Wish we had it before. We have passed it on to our lawyer who is trying to get authorities to do something.

Ric so you think the vehicles nationalized the same way at S&S Auto in Ajijic and the Guadalajara airport are illegal? I suggest you check it out.

John in the video UCD is warning people about fraud. Aduana impersonators were stopping cars in Leon and Celaya with UCD plates and telling them they could legalize your car with a 300 peso deposit. When receiving the informnation many said the price to nationalize was too high and asked for the 300 pesos deposit back. They would not return it. The people filed a demanda which is in process. The video describes how to identify people working for Aduana and that there are no Aduana employees / offices in Leon and Celaya.

The man we work with is in charge of UCD for the state. He works typically nearly every day of the week including weekends, up to 12 hours a day. We have met him several times; share information almost daily up to midnight. It is he and his staff who got this process approved with the governor after months of meetings dating back to November. We expect our first pedimento, factura and receipt this week, within two weeks of starting for this client. Then of course we will immediately check on line it is valid. Others have come through for Mexicans with "chocolates" and no car permits which we did not process and are valid.

We have many waiting but we are going slow. Three more will be started today.

Herb will post on one of the Yahoo SMA sites such as Coollist and I will direct you to it when he does. In SMA the plates take up to 2 months with an initial payment of 160 p to verify documents. We are checking this week if plates can be issued quicker as in same day as they do in some places. Maybe they can in Dolores Hidalgo or Celaya. Will keep you posted.
