What would be the legal steps to take for a person moving to Mexico with the hope of starting a Language school there for International students?

Hello...

First of all you need to meet all the legal requirements to start a business in Mexico. I would recommend to establish as a corporation, that might cost you around $500 to $900 US, depending on the notary, from there you need to get your tax id number, (no cost).
After that you need to get a permit from the state you are going to be located, from their Education Board, and present your plan, class outline, etc.

That is to get you started, there are a few more things, but I would need more data from you.

It is unlikely that any further information will be forthcoming since this post dates back some five years, and Dr. Spurgeon is no longer an active subscriber to Mexico Connect (hence the username appears in black next to the post)!
