If you cannot find a balneario or public pool to your liking you might check with a hotel to permit you to be a paid pool guest.

There are two balnearios north of town, past the cuota 135D exit, near the road to San Agustín Etla. I have friends who live in the area and I spotted them when I visited there. Of course, it's not in Oaxaca, but its near.

I doubt if there are any outdoor pools open right now. You didn't say when you wanted to swim in Oaxaca. It'll warm up in March (I hope). But right now it's brrrrr at night, warm during the day but not warm enough to warm up the water that will cool down at night.

For "real" swimming check:
"Robles Rios" or "Acuarela" in the colonia Reforma. "Anaconda" south of the city center.
All have 25m pools.
