I haven't personally used this service, but 2 years ago I spotted this Apple Repair service poster in Oaxaca.
It may be that your DVD is in upside down or it may have a loose paper label on it. (Been there myself.) I once had two disks in at once. That was a problem. Have you tried restarting while holding down the mouse button? Have you tried inserting a stout straightened paper clip into the hole to one side of the CD/DVD slot? I looked at the apple.com.mx website to locate service providers, but no official one appears for Oaxaca. There seems to be one in Puebla, and of course, in Mexico, DF. Suerte, Anonimo
