There is one small (about 5 miles) section that has not yet been completed. In that section the new road is right at the side of the old one but there seems to be some delay in installing overpasses for local communities. We made it to Mazatlan from Ajijic about 3 weeks ago, on a Sunday which meant less traffic on the periferico in Guad, in about 5 1/2 hours. We do not do much over 80 m.p.h. so it could be done more rapidly depending on your tolerance for speed and the highway cops.
Sorry, I've just noted that you asked about Tepic to Mazatlan - it's a hop, skip and a jump with the new cuota.
