First of all, a really GREAT website for finding apartments in the DF is this: http://df.vivanuncios.com.mx/. Type into the search field at the top all the parameters you want: delegación, colonia, number of metros cuadrados, cost per month. There are literally thousands of apartments listed on the Distrito Federal section of the website, and there is a section of the website for every state and most cities and some towns. We found our wonderful apartment in la Condesa through this website. As far as I know, all apartment owners or rental management services in the DF require un aval or fiador. In real estate usage, that means someone who owns his or her house in the DF--and ONLY in the DF, no other property owners are eligible-- outright, no mortgage, who is willing to sign a legal document stating that if you fail to pay your rent, the aval/fiador is liable AND if he or she fails to pay, can lose his or her property to cover the cost of your unpaid rent plus court costs, damages, etc. The key for finding someone to sign is NO MORTGAGE, and although at one time all real estate was owned free and clear, that is no longer the case--there are lots of mortgages out there. And although we had many friends in the DF before we moved here, they either rented apartments (not eligible to sign) or had mortgages (not eligible to sign). We were to sign a year's lease. We got around the aval/fiador requirement by offering to give our landlady 12 months of pagarés (a legal document similar to an IOU). She was willing to accept those and we were thrilled.
