It really should not be required for you to import the dog if you are on the plane through a broker, especially if it is under your seat. See above Juarez Airport link and Google Translation. "In the case of pets other than these,... " indicates an importation is necessary, but not for pet dogs or cats traveling with you in certain cases. In other cases it might need to be imported.
