medicare in Mexico

I won't be on Medicare for several months but I got an insurance packet from Medicare. In it it stated that Medicare would cover several areas in Mexico. On google all I could find was that they used the Guadalajara/Chapala areas and San Miguel as case studies. Does anyone know anything about this?

I would also like to know. I had thought that as a last resort I could go to the VA hospital but find that now I can not even apply. It seems that admission for non service problems is now based on income. Not being able to get enrolled made me feel bad but it was kind of nice the Uncle thinks I am rich and do not need any help.
